Attend the June 16th Navigating the Legislative Environment to learn what you need to know about lawmaking in Wisconsin.

In this virtual session, we’ll explore what the legislature does and how local government and state agencies interact with it. We’ll look at the role of executive agencies in lawmaking. We’ll show you how to find out what the legislature is considering and how to lobby on behalf of your organization. We’ll also look at aspects of lawmaking that fall outside of government; we’ll introduce you to the basics of advocacy, lobby laws, and the boundary between governing and politicking.

We will cover topics including

  • The lawmaking process: A quick recap
  • Locating, reading, and reacting to legislation (bills and rules)
  • Identifying allies, opponents, and influencers
  • Advocating a position on legislation
  • Advancing from reactive to proactive in dealings with lawmaking
  • The basics of lobby law and how not to fall foul of it
  • Reapportionment: Once every ten years new legislative and congressional districts are drawn. It’s happening in 2021 and 2022. We’ll do a quick summary of the process and possible alternatives

Instructor: John Reinemann (MPP, University of Michigan) is a Wisconsin Certified Public Manager and a veteran of Wisconsin government. He has worked for the legislature, the Executive Branch, and a statewide association, and has experience as a lobbyist. He has served on several state boards, commissions, and task forces, and from 2011 until 2019 served as state agency head at the Wisconsin Higher Educational Aids Board.
